Summary
Prep for 1.3.0 release candidate 1, targeting Tuesday, October 8.
This is an unscheduled release, intended to support downstream tools that need to drop 1.2.3.
The 1.3.0 final release is still scheduled for Monday, October 28.
Please comment if anything should be in the RC. Things that might break are good candidates, as we'll have the opportunity to test and fix them before the final release.
